Does Low Estrogen Cause Pins And Needles On The Back And Thigh?

I have receintly started back on BHRT Estrogen 1 gram and Progesterone 100 mg my last blood test said that my Estrogen is on the high side so Dr reduced to 3/4 gram, but I have started experiencing severe pins & needles mostly on my back and thighs and itch untill I am bleeding sometimes, everthing I read says it's low Estrogen how can this be
