Does Missed Period, Elevated FSH And Fluctuating BP Indicate Menopause?

I haven t had a period for five months but I have all the symptoms they should come like extreme fluid retention,swollen breasts,cramps and nausea. My FSH had elevated but oestrogen is normal. No thyroid problems,no diabetes,no cholesterol but fluctuating blood pressure. Is it menopause?
