Does Rising Creatinine Levels Indicate A Kidney Failure?

Hi, my father had kidney transplant 3 months ago 0n 18th march 2010 in India . In the begining his creatinine level was 2 . then he had biopsy on 6th april. He was give medications and his cratinine level came down to 1.6 but now again his creatinine rises to 3 and now 3.6. on 5th july again he is having biopsy. Does this mean his kidney will fail? he was also give "ATG" and still his creatinine increased.
