Does Vaginal Fusion At Birth Cause Poly Cystic Ovarian Syndrome?

My daughter had vaginal fusion as a toddler and was prescribed Premarin cream. It worked somewhat but she ultimately required surgery after months on Premarin. Now as an adult (age 32) she has been diagnosed with poly cystic ovarian syndrome. Any correlation?
