During The Past Week Iv Been Quite Constipated, But When

During the past week iv been quite constipated, but when I do go by the time I'm done and look into the toilet there is blood that has settled around the stool. It looks as if the blood is seeping out of the stool as blood would from a steak I guess. I'm still constipated after doing a fleet enigma. But when I do pass stool I'm still having this situation. What could be happening?
