Every Now And Then My Left Leg Just Above The

Every now and then my left leg just above the ankle, near the lower part of my calf, turns bright red like a rash, feels hot to the touch and hurts slightly when I touch it. I find that this happens when the temperature outside is warm, or when I wear shoes or socks that are tight around the ankle. What could cause this?
