Every So Often My Sinuses Get Irritated And I Sneeze

Every so often my sinuses get irritated and I sneeze alot and have a bad runny nose. When I sneeze I get this burning tingly sensation on my entire back. When I scratch it usually goes away. I scratched because I get the urge too like when you get an itch. What causes this?
