Every Time I Either Tense My Arm Or Straighten It

Every time I either tense my arm or straighten it out I get electric shock either in my forearm or in my biceps. It doesn't hurt it just feels uncomfortable. And today i gave blood and I got them again when the blood was being drawn out. Is there a reason for it? I've had it for a very long time now but thought nothing of it till today
