Every Time I Sneeze, My Submandibular Glands Puff Out Immediately,

Every time I sneeze, my submandibular glands puff out immediately, in the space of sneeze, becoming painful and restricting my throat. No allergies, type 2 diabetic, ramipril for high blood pressure, 20mg\day which gives me dry cough, lot of mucous. Occasional smoker, 1 self roll small cigarette per day. Please help.
