For Last Month Or So, Have Developed Matching Red, Sore

For last month or so, have developed matching red, sore areas a few inches above ankles on inside of both right & left legs. Have tried topical arnica gel, cortisone/aloe creams, dry skin creams, etc with only some temporary relief. I have not changed laundry detergents (only use free & clear without perfumes) or soaps. I do not have diabetes. Any ideas?
