For The Last 3 Weeks My Right Eye Keeps Tearing

For the last 3 weeks my right eye keeps tearing and itching. I have used Allegra with an Antihistamine to curb my other pollen allergy symptoms. However my right eye itches constantly and I use Occon eye drops as needed; but with no positive relief of symptoms. Should I schedule an appointment with an eye doctor; or allergy specialist?
