For The Last Few Months On And Off I Get

For the last few months on and off I get discoloration, specifically my skin is lightened, around my hairline. Skin gets very dry and flaky before coming off altogether after I wash my hair. I'm African American so the discoloration is really visible and embarrassing. I'd appreciate advice on what to do to remedy the situation.
