Good Evening, Please Can You Help Me. Over The Last

Good evening,
Please can you help me.
Over the last few months I have significantly reduced use of any make up in order to reduce breakout activity, which worked through combination of salicylic acid and vitamin c products on face/neck area. However, I assume i over-used these products and have developed the below:
1. Flaky and itchy skin on eyelid (I have tried to trace back and I think this is due to Dermalogica rapid reveal peel - vitamin c - used accidentally on eyelids.
2. Red and rough itchy patches on neck and chest area - also traced back to the above product.
3. I have worn lipstick twice in the last month for events and both times I had a flare up of dry, itchy, red and flaky skin on the lip and around the mouth (perioral).
These have gotten worse over the last 2 weeks even though I have stopped using the products mentioned above.
I have tried everything from soap/fragrance free cleansers, different moisturizers, balms etc but nothing seems to be working.
Today I tried Advantan (it was prescribed to me a while back during a burst of eczema and I had some left) and it seems to have relieved the problem.
My concern and question is, is it safe to use on eyelids, neck/chest and lip/perioral area once a day for 7 days as previously prescribed (although previously it was used on body)?
And if so, what else can I use during the day when I need extra moisture?
Many thanks in advance
