Good Evening, Two Weeks Ago I've Discovered On My Penis

Good evening,

Two weeks ago I've discovered on my penis frenulum some kind of hard skin growth(like warts). They are a bit itchy but painless. Even though I took daily extra care with the hygiene, I keep getting a bad smell and some sort of white substance under the foreskin. I assume this substance is from the skin growth, because there are no other problems in any other place, for example my glans get a bit inflamed if I skip my daily hygiene (and after a short while it gets back to normal). This skin growth looks like a group of bumps, it feels rock hard to the touch and they have the same color as the normal skin with a tendency to white.

Can you please help me with an advise upon what these might be ?
