HI, I Have A Small Pin Size Black Spot Near

HI, I have a small pin size black spot near the opening of the Urethra. Its under the skin, If I pick at it with my nail, it bleeds, and leave a little hole. However, after it heals, it comes back at the same spot. I've had it for about 6 months now
