Had A Vesectomy, Were The Incision Is At, There Is

Had a vesectomy, were the incision is at, there is a red circle, and some parts of the red circle is white. I clean the area constantly and there is discharge, is that normal? Also my left side is good, but my right is there is a swollen part ball close to my right testicale, shouldnt the swelling be done already?
