Have 24 Yr Old Male, Has Been Out Of Jail

Have 24 yr old male, has been out of jail after 28 months for a year..noticing same old habits, was on heroine and who know what else..finding little bits and pieces of bags and little rubber bands. Found needles and a tourniquet and a burnt spoon..also some pills one is a little oval white ctn on one side and a 10 on the other..light peach color bigger oval and I on the other..I know they are some sort of opiate..
