Have Been Feeding A Cat For Many Months. Think It

Have been feeding a cat for many months. Think it is probably owned by neighbors that are not great caretakers or possibly on it's own. Its eyes are cloudy, purple and some redness. Doesn't see well, possibly motion only. It is also thin, may be older, although a great appetite. Doesn't seem in any pain at all. Any idea whats up?
