Have Shin Redness, Hard, Not Swollen (though Some Swelling Around

Have shin redness, hard, not swollen (though some swelling around lower ankle). Feels hot, and the skin is dry. I am 59, no diabetes, cholesterol normal, liver function normal. Weight is 275. BP is high range of normal. Triglycerides elevated (taking fish oil now). Thyroid sluggish. Just seen by family doctor and blood test done in Dec. Do you know what it could be? Thanks.
