Having Itching Just Below They Right Side Of My Shaft.

Having itching just below they right side of my shaft. Its intermittent and under the skin. Its literally an itch I can't scratch. There is no bruising or bumps or even redness but I can't sleep because it keeps going and coming. How do I get rid of it.
