Held Urine To Long And Seeing Slight Blood Drip Out

Held urine to long and seeing slight blood drip out the head of penis. This has never happened before; I am not and in pain. Also, I am not in pain when I am actually urinating. Just a small amount of blood came out with drips of urine and slight sting at the head of penis. Should I go to the emergency room?
