Hello - The Outer Edge Of My Big Toenail Nail-bed

Hello - the outer edge of my big toenail nail-bed is sore and slightly red. I have been bandaging with antibiotic ointment over-night, the last few nights, and it is still tender. It is not really swollen, no evidence of ingrown nail or infection. Could this be fungus or something else?
