Hello. History- I Have Double Ureters Off My Right Kidney

Hello. History- I have double ureters off my right kidney with a ureterocele on one of them. The past few weeks I have been having trouble urinating but with different position I have been able to void. Today, suddenly (I was fine this morning) I am in severe pain in my back and my pelvic area, feel bloated, cannot go to the restroom other than a few drops. Have a constant urge to urinate but cannot.
I don't if it's an emergency or not, I don't think it's a UTI. I feel like something is wrong.
Please advise!
