Hello, I Am 22 Years Old And I Have Noticed

I am 22 years old and I have noticed something concerning about my penis. You see, whenever I would use toilet paper after cleaning my penis, the next time I would need to use the bathroom, there would be a sort of dryness lingering around the head of the penis (like whiteness covering the penis) , and it would require me to scrape it off with my fingers. That said, whenever I do not use toilet paper, or if I take a shower, there would not be that problem. I am just asking to see if I have an issue to deal with, or is it something normal? Because when noticing it, it even smelled gross.
