Hello, I Did A Pre-pregnancy Blood Test. The Result Shows

Hello, I did a pre-pregnancy blood test. the result shows TSH is quite high, but free T4 is in normal level.
the situation is that before i taking medicine, TSH was 8.49. after 1 month with medicine(50 daily), TSH was 1.08. but 3 month later test again, TSH is 22 this time.
Can you indicate this is hypothyroidism? Is it a big issue for my near future or current pregnancy plan?
