Hello I dont think im fully developing through puberty. I have grown pubic hair however my penis has failed to grow ever since i turned 13, I am now 17 and I cannot pull the skin back at all, It also lacks any thickness and I do not currently have an adams apple, i have only gone through one slight change in voice when i was 15
