Hello, I Have A 6 Months Old And Keeps Getting

Hello,
I have a 6 months old and keeps getting eye goo and it is getting worse. Her doctor has prescribed fucithalmic and said to keep massaging her eye. I did thag and gave her the medicine for 2 weeks and no progress. Do you think she will need a surgery
