Hello, I Have A Dry Cough But Chest Feels Tight

Hello, I have a dry cough but chest feels tight and congrested,I am prone to sinus infections so I use nasal Flonase daily. I have had this cough off and on for a few months now. I feel like I should cough up phlem but nothing happens. If I go to a Dr.,what type of Dr should I see? I am an e-smoker of 15 yrs. I wondered if its allergies for I started Clariton D on Sat. I also have dry eye and plugs. Thank you
