Hello. I Have A Question. I Have A Skin Rash/irritation

Hello. I have a question. I have a skin rash/irritation of some sort. I had this issue since the summer, I initially thought it was sun burn, but now I am not so sure. I haven't schedule an appointment with my doctor yet, just been busy. The rash/irritation itches and is located just below the right knee, upper shin area, slightly to the right. It's in 2 medium size and 1 large size splotches, but all connected in the same area. I haven't noticed it spreading or any where else on my body. I have tried Neosporin, but nothing else, doesn't seem to work. It's not spreading, but the itching is more present then before. The skin does feel hard to the touch and rough, almost scalely. Thank you for any suggestions/ help.
