Hello, I Have An Itchy Scrotum (I Don't Believe It

Hello,

I have an itchy scrotum (I don't believe it to be STDs because I have never had any sexual relations of any sort) There is no flakiness of the skin, however, the scrotum leaves behind what I can best describe as white/brownish dust particles? The itchiness also begins as I wash the scrotum. I believe it to be a fungal infection but hopefully you can shed some light on that.
