Hello. I Have Been Getting These Little Red Bumps That

Hello. I have been getting these little red bumps that swell to 3 times bigger then the swelling goes down an it turns into a bullseye that's bruised. I have been to doctors office and hot told its nothing to worrie about then went to an ER and got told that I just scratched myself. They keep getting worse and I'm not sure what else to do.
