Hello I Have On The Side Of My Penis Around

Hello I have on the side of my penis around the base redness kind of but its site like the hair follicles are pulled but the skin is tender but it looks shiny but when I look closer with a light too there are no bumbs or sores or anything I don't know what it is it hasn't gotten better or worse actually it feels like it has gotten better it all started when I noticed the hairs felt like they got pulled and I kept rubbing it and now it hurts but idk why it's shiny irk if it's dry skin or what
