Hello. I Have Problem With My Penis Foreskin. While Retracting

Hello. I have problem with my penis foreskin. While retracting the skin back, it doest go back easily. Even if I take it back to bulge, it gets collected under the bulge and doest come back to normal position of its own, I have to bring it back manually. Kindly suggest me best treatment plan. Thank you
