Hello, I Have Very Small Blisters On Both Hands That

Hello, I have very small blisters on both hands that itch really bad. It seems to destroy the skin and pop and leaves it very dry and hard. Skin starts peeling. It seems to come in cycles, where it almost looks healed then comes back even worse. I believe it started on my left foot. My foot is a lot better but not 100% . I've seen 2 doctors for this. The first doctor thought it was a plant allergy. He prescribed Prednisone and said wash my hands with dawn soap. The second doctor thought it may be an auto-immune disorder. He prescribed Valtrex. I'm very frustrated nothing seems to work. Any ideas?
