Hello, I Need Direction On What Step To Take Next.

Hello,

I need direction on what step to take next. I have been experiencing debilitating knee pain the last few weeks. I have been unable to perform my job and have had to stop working. I had an MRI done. Here is the impression:

1. No meniscal tear. Myxoid degeneration in medial meniscus posterior horn.
2. Moderate lateral patellar tilt. No contusion. No joint effusion.

I went to the cheapest surgeon and that proved useless. He never looked at my knee. He said I have a meniscus tear and that was my only problem. He also tried to sell me hormones. I'm 28. :/

I don't know what step to take next? Are my problems going to be helped through surgery or should I start a physical therapy regime? I need this solved ASAP. I have to return to work before I run out of funds!

Symptoms
Swelling
Clicking and popping in front
Numbness/tingling in leg or foot
Shooting pain from knee to hip or knee to foot
Burning in back of knee/pain
