Hello. I Recently Started Having Pain In My Genital Area,

Hello. I recently started having pain in my genital area, that has been going on for two days. I feel a lot of pressure around my penile area, moving upwards into my stomach area all the way to my left , lower rib. I do have a small cut underneath the head of my penis. I am wondering why everything is so heightened in sensitivity, and painful. (I also have two painless bumps right underneath the head of the penis that have been there for a while that appear to look like ingrown hair bumps.)
