Hello I'm 21 Yr Female Sara, Want A Fairer Complexion

Hello I'm 21 yr female sara, want a fairer complexion n removal of acne scars..I have a fair tone but my body is 3 shades fairer..so I assume that it is my real skin tone...have been using glycolic acid 6% skin ointment at night n salicyclic acid face wash...I also use nivea spf50+ sunscreen when outdoors...can you please suggest any additions or modification...to above..coz my thighs n face color is so different they seem that they don't belong a same person and yes...my arms are very much tanned..(I do get tanned very easily as compared to others)..
I would also want to ask if I could use brite cream by Wallace...side effects...plz suggest...as I'm about to get married.
