Hello! My Name Is Joel And I Have A Blackish

Hello! My name is Joel and I have a blackish mark on the underside of my penis at the center of the corona. This appeared around puberty. However since then many smaller dots have appeared, wrapping around the corona. Now, at 30, I am noticing one or two crop up in different areas on my penis. They have started to appear on my scrotum now. The issue with these marks is that they will occasionally dry and fall off and bleed. They dry up again forming the same scab like appearance and the cycle continues. Obviously, this raises my chances of contracting an STDs. Some won't even touch it because they look like warts. My question is: what do you think they are and how can I get rid of them?
