Hello Doc. I'm 36 And My Beard Looks Like I'm

Hello doc. I'm 36 and my beard looks like I'm 14. What is the deal? My ex liked that my body has little hair. She always wanted me to shave my pubic region which grows fine. The hair on top of my head grows normal as well. Even starting to get receding and greying hair which is fine with me. I'm German and Scottish descent. Why does my face not grow well?
