Hello Doctor, I Am 26 Years Old. My Penis Foreskin

Hello doctor, I am 26 years old. My penis foreskin is still attached to it. For almost 6 years I have discomfort in the region above the penis (between abdomen and penis). I have taken for abdomen scan for many times but still I did not get relief. Just a few days back I have noticed white substance above the mushroom shaped portion of the penis (dried sperm). I dont know for how long it was there. Is that the reason for my abdomen discomfort ? May be infection ?
