Hello Doctor. I Wonder Why An Albutetol Inhaler Was Prescribed

Hello doctor. I wonder why an albutetol inhaler was prescribed for my mother when she went to the ER 3 times since christmas eve due to shortness of breath. She does not have coughing or COPD but has hypertension and cardiac problem like fast beating of her heart. Is this indicated for her or will this make her worst. Thank you.
