Hello, For The Last Two Weeks I've Noticed The Veins

Hello, for the last two weeks I've noticed the veins on my penis getting larger. I went to a doctor in tokyo (I'm currently travelling) amd he dismissed it as normal. I left the area alone for a while but the other night I masturbated and from then a number of small red dots have appeared under the foreskin and veins appear to still be enlarged. I am going to visit the doctor in my next location again but any idea what is happening?
