Hello, Im A 15 Year Old Virgin And Sometimes I

Hello, im a 15 year old virgin and sometimes i tend to get a tingling in my pee hole towards the shaft not the head. I also get really itchy underneath the shaft, on the side of my scrotum, and basically the entire scrotum. I also do get tingling at the bottom of the scrotum. I can do better with hygiene and i do wear tight underwear. When i come home i dont immediatly shower and i do shave my pubes. I also dont change my underwear everyday. What should i do?
