Hello, My Uncle Is Over 65 Years Old, He Is

Hello, my Uncle is over 65 years old, he is not able to talk anymore, walks very slow as if he can't lift his legs to walk so he walks like a baby for the first time, do not clean himself up anymore, uses the bathroom wherever, turns on the fan off an o all night as if he gets hot and cold, We think he had a stroke before because his face is droopy on one side. refuse to go to doctor. tried to take him to doctor and he jump out of car. He lives with my mom who has breast cancer and she can't take care of him like she use too. A few days ago, he had a vowel movement and he wiped it all over himself and my mom and my brother force him to bathroom to get him clean up and he was screaming as if he was hurting but all they were doing was cleaning all the poop all over him that he wipe on himself and he did it in the kitchen. What can we do we don't know what to do. He has not work for a long time and has no insurance he is American citizen and my mom don't know who to ask for help.
