Hello , My Child Have Lots Of Coughing Nd Dr

Hello , my child have lots of coughing nd dr suggest me use budge or inhaler nod asthma inhaler so is it safe for my child actually he is only 1 nd half years old so I m very confused so I ask u pls give answer!! We started nebuliser but he couldn't take it so dr suggest me inhaler ????
