Hello My Mother Is 81 And Has Extremely Bad Arthritis

Hello my mother is 81 and has extremely bad arthritis in her back. In the past week the pain has been so bad that she has trouble walking. This morning she woke up very dizzy to the point that my dad has to help her walk thru the house. He just took her blood pressure with a drug store machine and it is 138/56. Would you suggest that we take her to the ER or give her some over the counter medicine for dizziness?
