Help I Just Turned 17 And I Just Came From

Help I just turned 17 and I just came from campin trip went swimming and all but one day I took a shower and used to bathroom hand soap cause I had forgot to bring my soap at camp and I wasn't noticing any problem till today I took a shower and was washing my penis head over and over kinda hard to get it clean and red dots appeared on the head painless and when I pee it doesn't hurt or burn but the urethra hurt once in a while is it an infection ?
