Hey. I Have A Recurrent Rash Near The Bottom Of

Hey. I have a recurrent rash near the bottom of my penis and I'm wondering why it often comes and goes away. It itches and it turns red before it goes away after a couple of days. Note: I've been tested for herpes, syphallis, HPV, and gonharrea (however you spell it) and they all came back negative.
