Hey, For A Few Weeks I've Had A Very Itchy

Hey, for a few weeks I've had a very itchy scrotum. Around the area the skin is flaky and white. Tonight when I was scratching (which I know isn't good) I noticed I had some light bleeding. What could be happening? Is it just dry skin? Should I be concerned?
