Hi I Am 18 Year Old And Iam Half Egyptian

Hi I am 18 year old and iam Half Egyptian and half Indian but I was born with fair skin and it remained the same till I was 5 . And I am a female I do not pretty much care about skin tone and those things! But recently I noticed that my chest is really fair comparing to rest of my body is this normal or do I have uneven pigmentation ?! Becoz it looks really unattractive while I am wearing my tank tops and stuffs like that ! So I would like to know if there is something I can do about it !? It would be a great help thank u !
